The CHIPS Act of 2022 was signed into law on Aug. 9. It provides tens of billions of dollars in public support for revitalization of domestic semiconductor manufacturing, workforce training, and “leap ahead” wireless technology. Because we outsource most of our device fabrication — including the chips that go into the Navy’s submarines and ships, the Army’s jeeps and tanks, military drones and satellites — our industrial base has become weak and shallow. The first order of business for the CHIPS Act is to address a serious deficit in our domestic production capacity.
Notoriously absent from the language of the bill is any mention of chip security. Consequently, the U.S. is about to make the same mistake with microelectronics that we made with digital networks and software applications: Unless and until the government demands in-device security, our competitors will have an easy time of manipulating how chips function and behave. Nowhere is this more dangerous than our national security infrastructure.

Actual universal basic income going on 💸💵💰🪙
STIMULUS checks have given Americans a feel for universal basic income (UBI) – but folks in certain states and cities are getting used to this idea.
UBI is a set of recurring payments that individuals get from the government. These can be paid out every month, several times a year, or just once annually.
This is an idea that entrepreneur Andrew Yang, who left the Democratic party, centered his 2020 Presidential campaign around.
A radical new idea for offshore wind turbines would replace tall unwieldy towers that had blades on top with lightweight, towerless machines whose blades resemble the loops of a whisk. Now new software can help optimize these unusual designs to help make them a reality, researchers say.
This new work comes as the U.S. government plans to boost offshore wind energy. In March, the White House announced a national goal to deploy 30 gigawatts of new offshore wind power by 2030. The federal government suggested this initiative could help power more than 10 million homes, support roughly 77,000 jobs, cut 78 million tonnes in carbon emissions, and spur US $12 billion in private investment per year. As part of this new plan, in June, the White House and eleven governors from along the East Coast launched a Federal-State Offshore Wind Implementation Partnership to further develop the offshore wind supply chain, including manufacturing facilities and port capabilities.
One reason offshore wind is attractive is the high demand for electricity on the coasts. People often live far away from where onshore wind is the strongest, and there is not enough space in cities for enough solar panels to power them, says Ryan Coe, a mechanical engineer in Sandia National Laboratories’ water-power group in Albuquerque.
The U.S. government is planning to review the environmental effects of operations at one of the nation’s prominent nuclear weapons laboratories, but its notice issued Friday leaves out federal goals to ramp up production of plutonium cores used in the nation’s nuclear arsenal.
The National Nuclear Security Administration said the review—being done to comply with the National Environmental Policy Act—will look at the potential environmental effects of alternatives for operations at Los Alamos National Laboratory for the next 15 years.
That work includes preventing the spread and use of nuclear weapons worldwide and other projects related to national security and global stability, the notice said.

The 4th Industrial Era
Quantum Information Science / Quantum Computing (QIS / QC) continues to make substantial progress into 2023 with commercial applications coming where difficult practical problems can be solved significantly faster using QC (quantum advantage) and QC solving seemingly impossible problems and test cases (not practical problems) that for classical computers such as supercomputers would take thousands of years or beyond classical computing capabilities (quantum supremacy). Often the two terms are interchanged. Claims of quantum advantage or quantum supremacy, at times, are able to be challenged through new algorithms on classical computers.
The potential is for hybrid systems with quantum computers and classical computers such as supercomputers (and perhaps analog computing in the future) could operate in the thousands and potentially millions of times faster in lending more understanding into intractable challenges and problems. Imagine the possibilities and the implications for the benefit of Earth’s ecosystems and humankind significantly impacting in dozens of areas of computational science such as big data analytics, weather forecasting, aerospace and novel transportation engineering, novel new energy paradigms such as renewable energy, healthcare and drug discovery, omics (genomics, transcriptomics, proteomics, metabolomic), economics, AI, large-scale simulations, financial services, new materials, optimization challenges, … endless.
The stakes are so high in competitive and strategic advantage that top corporations and governments are investing in and working with QIS / QC. (See my Forbes article: Government Deep Tech 2022 Top Funding Focus Explainable AI, Photonics, Quantum—they (BDC Deep Tech Fund) invested in QC company Xanadu). For the US, in 2018, there is the USD $1.2 billion National Quantum Initiative Act and related U.S. Department of Energy providing USD $625 million over five years for five quantum information research hubs led by national laboratories: Argonne, Brookhaven, Fermi, Lawrence Berkeley and Oak Ridge. In August 2022, the US CHIPS and Science Act providing hundreds of millions in funding as well. Coverage includes: accelerating the discovery of quantum applications; growing a diverse and domestic quantum workforce; development of critical infrastructure and standardization of cutting-edge R&D.
China, which face population collapse due to low fertility rate, is starting to take steps to encourage more births.
China’s fertility rate is 1.1 children per woman. Replacement level to maintain a stable population size is 2.1 children per woman.
A total of 17 Chinese government departments on Tuesday jointly released a guideline on support policies in finance, tax, housing, employment, education and other fields to create a fertility-friendly society and encourage families to have more children, as the country faces growing pressure from falling birth rates.
Analysts said that it is rare to see so many ministries and departments jointly release such a detailed and comprehensive guideline on encouraging fertility and supporting childbearing, underscoring the seriousness of the growth rate of China’s population, which has slowed significantly, with a contraction expected before 2025.
Tuesday’s guideline was released to implement policies to support each couple to have a third child, push the government, institutions and individuals to fulfill their responsibilities in creating a friendly environment for marriage and fertility, and promote population growth, according to the guideline.
