Dr. William Kraemer

William Kraemer, DSc, MIT, MPS is Adjunct Professor at the University of Maryland Baltimore County and IT Cybersecurity Specialist at the United States Federal Government with over 20 years of experience in information technology and cybersecurity. He is a Futurist, Transhumanist, and Singularitarian interested in nanomedicine and neuromorphic computing, among many other things.

William has extensive experience in threat intelligence analysis, cybersecurity education, and emerging technology assessment. He has contributed to advancing the field of cybersecurity through teaching, research, and advisory roles.

Since 2015, William has served as an IT Cybersecurity Specialist for the United States Federal Government, where he provides intelligence assessments to policymakers and executives on key cybersecurity questions.

He implements the NIST Risk Management Framework for improved external compliance reviews based on FISMA and manages IT contractors within his branch. William has been instrumental in briefing and collaborating with colleagues to develop judgments that are considered to be of interest to decision-makers.

Since 2014, he has been the Founder of Leaders in Cybersecurity Threat Intelligence Analysis in Baltimore, MD, where he attends networking events, researches industry leaders, tracks industry trends, and participates in industry discussions to advance the field. At UMBC since August 2024, William has taught CMSC304, a course on Social and Ethical Issues in Information Technology with an emphasis on current and emerging ethical issues with IT and possible solutions. The course is based on a lecture and discussion format, with students submitting reports on topics of their choice and delivering final presentations at the end of the semester.

From August 2013 to August 2015, William was a Cybersecurity, Threat Intelligence Analysis (Cyber Corps) at the University of Maryland Baltimore County, where he was designated a CyberCorps Scholarship recipient while completing his Master of Professional Studies in Cybersecurity. During this time, he joined the UMBC chapter of Triangle Fraternity in Spring 2014 and intended to teach and apply the added knowledge and skill during and after his MPS completion.

Previously, William worked as a Technical Support Specialist and Trainer at Career Education Corporation from 2005 to 2013, where he analyzed computer behavior and error messages, completed troubleshooting for online applicants, students, and faculty, and trained new Tech Support Specialists in virtual campus troubleshooting techniques.

William earned his Doctor of Science (D.Sc.) in Cybersecurity from Capitol Technology University in December 2021 with a perfect 4.0/4.0 GPA. He completed his dissertation on Exploring Cyberphysical Defense Strategies for U.S. Electrical Grids.

Capitol Technology University was designated as a National Center of Academic Excellence in Cyber Defense by the Department of Defense and the National Security Agency. His dissertation explored cyberphysical defense strategies for U.S. electrical power grids, addressing the critical intersection of cybersecurity and infrastructure protection.

He also earned his Master of Professional Studies (MPS) in Cybersecurity from the University of Maryland Baltimore County in 2015, where he was a CyberCorps Scholarship recipient. During this time, he was active in Triangle Fraternity, the Cyber Defense Team, the Cyber Defense Lab, and the Information Systems Security Association. Earlier, William earned two Master’s degrees in Information Technology from American InterContinental University — an MIT in Internet Security (2008) and an MIT in IT Project Management (2009), both completed with perfect 4.0/4.0 GPAs. He also earned his Bachelor’s Degree from Rockford University in 1995 in Biology, Social Science, and Philosophy, where he served as President of both the Rockford College Tae Kwon Do Club and the Commuter Student Organization.

He also earned multiple Associate of Arts degrees from Rock Valley College in Data Assurance and IT Security, Cisco Networking, PC Networking, and Liberal Arts and Sciences between 1987 and 2007.

Notably, William is a Third Degree Black Belt in Tae Kwon Do from the World Tae Kwon Do Federation (Kukkiwon) and served as an Instructor at Rockford Academy of Tae Kwon Do from 1991 to 1997. William has achieved numerous professional certifications, including Federal Acquisition Certification as a Contracting Officer’s Representative Level I, Certified Ethical Hacker from EC-Council, and most recently, Leading Organizations certification from Udemy Business Leadership Academy in February 2025.

He was named an Honored Listee by Marquis Who’s Who in July 2024 and is listed in the 2025 edition of Who’s Who in America. William has published research on brain-computer interfaces, cybersecurity threat intelligence, and emerging technology risks. His work addresses the convergence of information technology, biotechnology, and nanotechnology, ensuring these emergent technologies perform as envisioned through robust cybersecurity measures.
